Is it legal to buy shirts from a wholesale company and resell them at a markup even if no design or embroidery is added to it? Thanks

You mean like buying an americanapparel blank and relabeling it with your company name and reselling the blank as your own (with no printing)?

That *sounds* like there could be problems with misrepresenting who made the garment, but I don't know for sure. Doesn't sound nice :)

When you are adding your design to the blank, then at least you are representing that you adding something to the product to make it "yours".

Might be a question best left to a lawyer.

...i think at one time "aa" did Private Labels, not sure if they still do.
Check the terms of the supplier/wholesaler. Most have it posted on their website and/or catalog what you can or cannot do.
General rule is that shirts are sold to be screenprinted/embroidered.
There are brands that also limit what type of artwork that can go their product.
