So my question is, can I use image stocks I purchased from shutter stock or istock for a t-shirt design??

Depends on the license you opted for when you purchased the designs. Go back to their site and check which one you purchased and look up the agreements. That should tell you specifically whether you can use the designs for re-sale, if you can use the designs on the web, etc.

If you are buying the vector stuff, be careful, some of it is set up in a way that it makes it difficult to color. I've had to fix artwork for customers from those types of sites before.
