No.. No US document is copyrighted. They belong to the people.

I think that's true of federal documents, but I also think there are some states that do copyright what they produce.

Regardless, there are about a billion reasons that the constitution and bill of rights aren't copyrighted, like Lou said (the two main ones being that it's too old, and that it would go against everything the document stands for).
