Hi,

As a Manifacture from Pakistan, you will not find 160 GSM for under 1.10, If you can work with a mixture of Poly and cotton, and drop the grade a bit more and up the quantity for sure, might be able to get in the general area.

Finding a shirt for under $1.10 is difficult due to rise of the yarn cost lately.
You may want to seek for Closeouts, though they do not have exact
size scales/colors..... Good Luck !

That is a great idea also, though large quantities might be a mission in itself, plus the selection is quite difficult on sizes, colours definatly.
