If you talking single color, why not a vinyl cutter and colored vinyl, it's the cheapest way to make what your talking about, if your talking multicolor you have a couple choices, layered vinyl or a vinyl printer.

I want to print stickers, do i need wide format printer/plotter? help please!
Hello, I want to print one color stickers and be able to cut them to size, ie. 4x4, 2x6. I'd also like to make window decals for automobiles. I'm not too knowledgeable when it comes to wide format printers and plotters. I do screen print and i have tried printing stickers with Nazdar ink that air dries in 20 mins. It's a pain, and i can't see doing a run of 50 stickers that way. I'm looking to find out what i need to print them easier. The cheaper, more d.i.y, the better. I don't want to invest too much money into this because of the lack of knowledge. I also work for a pressure sensitive adhesive company and have access to large quantities of scrap vinyl rolls which is a major plus for me. If someone can please help point me in the right direction i would appreciate it. if you need anymore information please ask.
