If i was doing this job i would use simulated process, 3 colors ; underbase, red and highlight white. using a 4th screen for an warm red would boost the overall look but it's not needed if cost is a concern.
Black isn't needed as you can use the ground color but personally i would also add a black for the lettering, gives a more finished look in my opinion.

I just got a quote from another screen printer saying that he would do this as a 7 spot colors. after doing my own separations I think i can work with 3 to 4 colors if i decide to print back ink.
what do you guys think?
7 colors is a bit much for your needs with this design. 3-4 colors should be plenty for a nice print.

I agree with red514. You can get away with 2 colors but I don't think your customer would be happy with the outcome. You can achieve a good print with 3 colors and you could achieve that extra POP with a 4th color adding a shade of red and while the black isn't needed, it would improve the end print. It all comes down to print quantities and budget. Good Luck.

Base, Red, Top White. If this is going on a black shirt that is all you need. Here is an example that we just printed that is 5 colors.

1. Base
2. Cool Gray 3
3. Blue
4. Red
5. Top White

In your image you have the same situation going on in the red that we printed here, and I achieved these seps with only 1 red.. the shading is in the base, or lack there of.

Thanks,
Anthony.
