Could someone point me in the right direction to make a state like the FL in the pic. I'm using Corel x3

There are several ways this can be done. The easiest way I can think of is to create a grid of squares using your grid tool, adjust it until it's the right size, and power clip it into a silhouette of Florida.

Start with the state of Florida outline. Use the "Table" tool to make the grid, convert to curves, white outline, black fill, then power clip it into the Florida state outline. p.s. I hope 13 has a table tool.

For your film positive, the state should be black and the lines should be white. Then the shirt color will be the lines. Be sure to make them thick enough so they don't try to fill in while you are printing. I'd use at least 2pt lines to make it print easily.
