From a forum members site. I believe its a vinyl heat press.
How would I go about making such a design and plotting and pressing this type of multi coloured ddesign?

Yes, it heat press vinyl 3 color. If you have cut software, plotting this out wouldn't be a problem simply cut by color.

I'm using Silhouette Cameo with their basic software package.

There are several You Tube videos on how to on multiple color vinyl. Plus, on this forum there are many articles.
