How to print overprint effect

How to print this design to achieve the overprint effect of the blue over the red shown in the picture. The illustrator file has solid blue overprinting the halftone red.

To print flash print i would expect the opacity of the blue to completely cover the red?

To print wet on wet i would think the print would be inconsistent as the blue screen picked up more and more red and would just mud up after a few prints.

Blue and red make purple, not a darker blue. So either use 3 blues, or print halftone white/blue and halftone black/blue and blue.
