Create you text and art and then use a distress filter over everything.

What software?

Assuming Photoshop - If you add a layer mask (over all of the artwork, grouped) and paste in or create a black and white distressed pattern it will produce this effect. This method is non-destructive and you can adjust the distress pattern without affecting the original artwork or text.

The base layer can be solid or transparent.

Another way is to use the brush tool as an eraser, set the opacity as you want and go to town... Oh that would be in PS...

I usually use Corel Draw for most of my work but will have to check some of the tutorials out for PS also.

Noise > motion blur > difference clouds > levels

but yeah, there are probably half a dozen ways of achieving the same effect.
