I think this is called watermations. I dont know how its done..just what its called. It is very expensive to have done. In your face apparel does it:

You want screen printing with waterbased inks, where they apply a very thin layer of ink. Many screen printers will do this, just ask.

Im not familiar with the bleaching agent that solmu is referring to.

Another way to do that is with dye sublimination, but with dye sublimination, you can only print on white/light color shirts.
