Looks like a printable vinyl.

Stahls will do this for you. It's not cheap, and I am not sure how they print it.

The other option is sublimating Siser glitter vinyl

Search Sublimation Glitter Vinyl on Youtube, and you will see a demo of it.

You can use sublimation printing on Siser white glitter.
