I believe that's an example of jumbo screen printing. Regarding price and whether or not you're able to do it from home, I cannot help you.

From experience, screen printing goes up in price depending on dimensional measurements and amount of color. The more color used in a design, the more screens need to be used.

I mean you would have to examine it in person to get the best idea of how they did it, but I'm betting it is done by screen printing. I'm sure you could get a close impersonation of this design with a transfer (I have no experience with them so I don't know how valid my opinion is) but most people would be able to immediately tell the difference in quality.. As far as printing it at home, some creativity goes a long way! And far as pricing, depends on number of colors, size of screen needed, and quantity

Definitely not.

It would be doable as a home screenprinting job (though not a great place to start as a beginner), but a transfer that size would be either, A) Impossible, or B) A Frankenstein's Monster.

(even if you could get your hands on the industrial equipment to do it, that doesn't make it a good idea)

If you wanted to do a transfer that large you'd be better off using dye sublimation, but that rules out printing on black.

For something like this it's screenprinting (or perhaps DTG) all the way.
