It looks like a fill pattern. You can create patterns with embroidery software that has different fill pattern options. You can see it doesn't look as great in the thinner part of the lettering. It looks best when covering larger areas. The thread coverage could be better too although it wouldn't be as noticeable if the fabric to thread color contrast was less. Trimming between each letter would improve the look.

looks like some kind of chain stitch to me....not a regular fill....looks like it stitches circular...
This is correct. It is a chain stitch done with a chenille embroidery machine. So its not at all possible with a normal machine (Chenille machines have a harpoon like needle that pulls the top stitch up and through from the bottom)
