How can it be that all these online tshirt stores can sell copyrighted material? They all can't have licenses for the brand they are selling. And if they don't how, besides creative commons are they managing to get away with it without a takedown notice?

You'll have to be more specific about the sites and designs to get a better answer. But most are simply flying under the radar. It's up to the IP owner to take action against infringement. If they get caught, they will have to take it down or be prepared to go to court. They are not doing anything special to avoid being sued.
