Can you use a rhinestone stencil or flat back rhinestones on hard plastic like phone cases? It should be permanent.
And any idea for applying rhinestone stencil using 3d vacuum heat press?

You're probably looking for something like this: Bling Anything Vinyl Decal Sticker Making Material

You heat press the hot-fix rhinestones onto it and then it's a permanent sticker. No personal opinions on this process or this product- I've never used it.
