I would recommend staying away from royalties. Too much of a hassle. You can easily find designers that will sell you the design and give you exclusive rights to it.
The costs will vary, though. It is like anything else. What you consider quality, what the designer considers quality, and what you both think is a fair price for it. It is definitely negotiable. So it's hard to come up with a "per average" for a design price. I posted a design project for life-like, photo-realistic characters rendered in 3D, and got bids as low as $30 and as much as $1000. So you will just have to judge the quality of work someone has done and how well you think they will be able to do what you need.
You can search online for freelance designers that will bid on your design projects. Just do a google search for freelance graphic artists and you should be all set.
