You said you could print to vinyl. That to means an eco-solvent printer or the like. That would be the fastest. But I am thinking something does't sound right here. Those are usually print cut combo machines, but not always.
Cut vinyl would be the most tedious. You would have to lay down the black, then layer the white on top, and get the design right.
Plastisol transfers probably are the least hassle, Like Mike said. If you handed the whole order over to someone else, then maybe DTG.
