I have a friend that wants this design (without the ***). I'm wondering if anyone knows if it's available as a transfer or if not, can someone help me out? I have an Anajet, so I'm not going to get those neon colors.

Looks like a screen print. I have not seen it offered as a transfer.

you could always just recreate the design with the font if you can find it, or maybe even one the customer likes better and just toss in a pair of clip art scissors.

my understanding is that you can do floursecent colors if you print spot color, but that's seriously expensive for a one off

i'd imagine your best bet to match the font would be to try tattoo fonts or weathgered/distressed/faded/damaged ones

you could also try fraktur and calligraphy fonts too
