Help designing a tshirt

I need help. I have a regular customer who is looking for a new tshirt design and I am stumped. It is for a bonding company. They love fun tshirts. Some of their previous shirts were Got Bail?, Keep your feet on the street, I stole this shirt from ....., and always some cute "law breaking" graphic along with it. The owner was watching Forest Gump and thought the line "Moma always said......" would be cute. But, I can't for the life of me think of anything. Is there anyone who does this? We don't mind paying for a good idea. Just let me know how much first....:D. Any help is appreciated.
