I have a Geo Knight 16x20 swinging heat press.
Is there such a thing made to attach to this press
to help stretch and clamp down items like windjackets
with liners so they stay flat while applying decals, etc.?

I have never seen anything like that for heat presses If the press was smaller you could probably use a large embroidery hoop. The proper way to apply the film is to press item with out the film for a few seconds before you actually apply the vinyl. This usually flattens the garment and makes application easier.
