i have a customer that wants me to reprint a shirt they have already printed but they have no art work so i took a picture of the shirt and sent it out to have it vectorized but the art work comes back completly difrent looking i am very new to screen printing so any help would be appreicated

As a designer, this is all too common stuff. Customer doesnt have vector art, only lo-res Jpeg or PNG or even just a photo of a previous item they have.
Sometimes, you just need to hunker down and re-create it. Other times, I can live trace if the jpeg is good enough. Sometimes, Ill even scan in a physical product and re draw or live trace.

The catch is helping the client to understand that this can be time consuming and as cliche as it sounds..."time is money".

Some clients have no clue that you cant just turn their old shirt into brand new, print ready screens! :D

Ok, I'm NOT hijacking but was just curious because I have no idea. When you autotrace you get lots of uneven lines. It looks fine when at 100% but when you blow it up it looks awful. Is it ok as long as it looks fine at 100%? I autotraced a customer's design but then got scared so redid the whole thing.

To the OP, if you are paying someone to vectorize art work then it should look identical. As long as it's from a drawn source. What I mean is that even though it's a picture it's a picture of a vector file. Not like they're trying to create a vector of a 16million color jpg picture. If it's not identical then you shouldn't pay.

I don't lend out vector services, but when digitizing embroidery files I notice a lot of times I get pictures of their logo and maybe the shirt isn't straight or is pulled a little and this will distort the object. Usually I'll see this and ask the customer if they want it identical to the picture and point out what I see is wrong. Usually it's something they didn't notice because they aren't used to noticing those types of things. When someone provides a picture (unless they specifically state otherwise) it's because they want it just like the picture. Anyone who is taking money for transforming these images knows this.

Shoot them an email pointing out the differences you see and let them know it's not right. Have you already paid them?

I just live painted it to a 4 color + white file in AI and it looks almost as good as the original(screen shot attached). It took me 2 minutes to do. It would take quite a bit of time to redraw the truck to look "lifelike". For some reason it wont let me attach the actual file here. If you want the EPS or Vector PDF file, PM me your email and Ill send it there.

here is the art work done, on the shirt it self the truck looks more real, would it be better if i just took a picture of the truck then entered the text my self

I downloaded your image and the resolution is not 300dpi for me to work with. What I usually do when I come across this issue is ... take the picture myself (in this case, the truck) then I have the proper image that I know I can work with in my programs, make any adjustments necessary, and add the text. Sure beats banging your head against the wall trying to turn crap into something of quality!
