Without getting into what kind of output device you have or if you have a RIP, here's one way:

FIll the elipse with the percentage of Black you want. Use BITMAP to set RESOLUTION and GRAYSCALE. Go to COLOR TRANSFORM set MAX DOT RADIUS and ANGLE. Go back to BITMAP and convet to BLACK AND WHITE to make it a monochrome bitmap so the dots will print out as solid Black.

this is the way to halftone images in PS

step 1 : open PS , create the ellipse you to the size you want and fill it with a gradient or whatever color you want.

step 2: convert to greyscale - Image/Mode/ Greyscale

step 3: convert to bitmap - Image/Mode/Bitmap , this dialog is where you set the resolution , set it high so you get a good output as you can see I set it to 600 but 900 would work better.also set the Method to Haltone Screen

step 4: Set the Frequency(DPI) and screen angle.the DPI is determined by the mesh count. divide the mesh count by 4.5 and this gives you the highest DPI for the mesh. the higher the DPI number the smaller the dot.

step 5: this is what you should have now...you should be able to see the dot pattern generated by Photoshop.

step 6: Convert back to greyscale. leave the number as it is in the dialog and click ok.

Final 7: delete all the white from the image, this step isnt needed because the printer wont print white as a color .I always do this step anyway.grab the magig eraser tool and click any part of the white. this should delete all the white leaving just the halftones.

Final : this is what the halftones should look like zoomed in

thats it...it is a good idea to create a action to do this for you.....hope this helps!
