if i mix glow in the dark plastisol with white ink will it still glow

Yes, but not near as much; dependent upon mix ratio.

Another option is to use a color concentrate to tint the Phosphorescent at much lower ratios.

Yes, that's exactly what you want to do...underbase with the white.
Then you'll get some good pop with the glow!

Don't mean to hijack this thread, but whats a good glow in the dark ink to buy or recommend??

Hi, I do not understand the question?
Glow in the dark is also expensive, why wate the effect with white ink?
We use glow in the dark because a glow effect is required.
Glow in the dark is a powder pigment, so more ink means in proportion less glow in the dark pigment. Also the wite is the most opaque color, so it cut the effect in a significant way. Cured white as base (so it does not merge with the pigment) will enanche the glow effect.
