Apart from using services like Guru.com and Elance.com to find t-shirt artists for your projects, you can also try out t-shirt industry sites like:

http://www.t-shirtlinks.com

They are t-shirt and screen-printing industry sites. They have dedicated pages for t-shirt artists to advertise their art services.

Browse through the artist one by one. Study their portfolios carefully. Hopefully, you will find the right guy for your project.
