My question is about frame sizes. If a the frame size is labeled 20x16 from store, is that the available space in the print area or is that the outter deminsions?

Next I would like to know is there a general mesh count that is good for all around colors and basic print designs? I want to mostly do statement tees and basic logos for customs.

I purchased a roll of 160 mesh to make my own screen out of canvas frames and 2x2 wood. Taken from some DYI videos.

Like Kevin said, it's outer dimension that they're giving you. 20x24 is pretty much the industry standard size.

So far as mesh count goes, it depends a little on what you print with and on what surface. In my shop, we print a LOT of paper and light-weight cloth with water-based ink, so our go-to mesh is 200 even for low-detail prints just because 155 and lower tend to get sticky with water-based inks and pull ink back off the shirt. For just putting type on a shirt or doing logos without a lot of detail using plastisol, I'd say 155 is a very safe bet. It's hard to go wrong with 155 mesh.
