I highly recommend Design Outpost.
They have some really talented artists around the world and how it works is you set your price that you want to pay for your project and various artists "compete" to win the bid by showing you actual mockups, and making revisions until you pick a "winner" that only gets paid when they deliver the files to you.
I've used them several times for various projects and they do great work.
