Fxing blurry images is pretty much impossible, however if you read through this tutorial it will help you understand what you can do to "fake it" and get it looking pretty good depending on what kind of blurry it is, yep there are types of blurry

Ok, I admit it..........I'm confused at how it can be too blurry AND too sharp ?
Remember that no matter what, if the information doesn't exist on your photo, no program can automatically re-create it. I don't know if that's the case with your photo, but it will just depend of how much your image data is 'there'.

You'll just need to play with different filters in Photoshop and experiment.
Every pic is different.
Remember to make a duplicate layer so that it'll be easier to try different things. Also, you can use your history file and go back to your original.
