Epson F2000 white ink not responding

I just recently purchased a used Epson F2000 and the previous owners stated they contacted Epson and the technician stated that he is 95% sure that the problem is that the white damper needs to be replaced and if not the damper then it needs a new head. I started the Epson up for the first time to take out of storage mode to take cleaning solution out and put the white ink in. When I tried to put the white ink in it read that the cartridge was not full but it was brand new ink cartridges. So I contacted a technician who will be out with over a 3k estimate for the machine. Has anyone had similar problems?
