Is that emulsion ok for 110 Mesh??

I don't see why not.
The thing I'm actually confused by is that they say it's for both plastisol and waterbased.
I can't imagine what they're using to reclaim the screens...

It is a regular dual cure emulsion and unless they have specific mesh size recommendations there is no reason why it won't adhere on a 110, or any screen printing mesh for that matter.
