I want to make prints with blue ink. My question, does the emulsion have to be blue or can it be any color?

You don't print emulsion so your emulsion can be any color. The only thing that has to be correct is your ink color.
They even make clear emulsion(emulsion without the dye added) if you wanted to try that out.. It would make it hard to see pinholes before you start printing though.
