Emulsion Mixing HELP! What am I missing?

I recently purchased a new quart of Dual Cure Emulsion. The first time I purchased an emulsion last year, it was from Ryonet and came with clear instructions and a bottle to mix the Diazo in. This time I've purchased Murakami SP7500 from another company, but the instructions are frustrating me.

The Technical Data Sheet says, "Mix the sensitizer according to the instructions on the bottle..." Well, A) there's no bottle, it's a flat silver package, and B) there are no instructions regarding mixing that I see. I have read the package, the bucket, the box, the tech data sheet, and the website, and I keep getting sent in circles without any real direction. Naturally, it's Sunday and they're not open. I'll try calling tomorrow, but I wanted to see if anyone had answers today.

What am I missing? With the Ryonet, I used distilled water and it wasn't very much for a quart. Should I track down and follow the same directions? Are pink dual cure emulsions mixed equally?

Did it come with sensitizer? If so, mix all of it into your emulsion, lay the cap back on top loosely for a couple of hours to get air bubbles out and you should be good to go.

If it didn't come with sensitizer, they owe you some.

The point of the little bottle is to make sure the Diazo crystals get completely dissolved before mixing it into the emulsion, to ensure it blends in evenly and no crystal Diazo gets stuck off in some corner. Either mix it in direct, as suggested above, or dissolve the Diazo in a little water before mixing it in. The water is not some key ingredient that must be measured to the nano, just something to make it easier to get the Diazo mixed in well.
