The paper that I have for embroidery is textured with small hills and valleys. I'ts soft, I can fold it in half and it won't crack. I've never touched scrapbooking paper so I can't make a comparison.
They are very similar. I have used a variety of papers that I got at Texas Art Supply. Some worked better than others. Some gave an interesting result. All were fun to work with.
I have embroidered a low density cross-stitch design on pastel paper and it worked well. Just had to stick the paper carefully to a tear-away backing so that it didn't crease.
