hi i am working on my website right now and i will be selling shirts, my question is do i need to charge sales tax in my state? and what about other states?

To find the answer to this go to your states Department of Revenue. Some states do not charge tax on clothing items (i.e. t-shirts). Only your states Department of Revenue can give you the answer to this.
As far as selling to states you do not have a physical location in, it is up to the customer to pay their "use tax" come tax time. You do not collect tax from customers outside your state.
