Mr Retro actually works in Photo-Paint. I was surprised to find that out. If you can get the demo you should try it out yourself. Install in Photoshop's plugin folder, then set that plugin folder as one of Photo-Paint's plugin folders. Try it.

Actually, if you go to Edit Bitmap it will open a new window. Then go Image>Convert to CMYK (or RGB whichever you want). Then go Adjust>Replace colors and se the Old Color to White and the new color to whatever you want, it works perfectly. Good Luck.
