I am new to t shirt printing I have got some media when I put into plotter to cut is it recommended to use some kind of backing paper whilst cutting

Are you using shirt vinyl
If yes it already has a backing

No need for paper. Just load your material with the carrier side down and be sure your blade is adjusted so that it doesn't cut through the backing.
