I have been at this for hours and still can't create a full cut line around my file. Some areas are not outlined at all, other areas that should be aren't and some areas that are separate are somehow lumped together as one creating one huge cut line. Can someone please assist on how to create a true cut line in Corel on a PDF?

Are you trying to cut around a bitmap or vector art?...

I use Illustrator so might not work....Make a copy, lock the original, past copy in front, merge everything, create on offset path as far away as you need it....Your offset path should now be your contour line....

with everything ungrouped, select all, then create a boundary. This will be your cut line.

Try the Weld function.
