I have a potential customer that recently came to me wanting a design they put together on the CustomInk website. He asked if I can print that design. My question is how do I hunt down copyright holders of the clipart images they host on their website and if it would even be worth it? Its a small job of 15 shirts. I found the font they used however the licence is 160$ and only comes in a 6 pack with 5 other fonts.

I don't think it's worth it. Make them pay the fee for the font (or at least a part of it, if you think you can use it for other customers).

As far as the clip art is concerned, you could try to find something similar that you can use and see if it is agreeable to them. Use the similar clip art and the font to try to come close to recreating the other artwork. If that's not good enough for them, tell them to kick rocks. :)

Custom Ink is a nightmare for anyone doing designs at a smaller retail shop. 90% of my workload at a previous job was re-creating these crappy designs people made on this website and hunting down comparable clip art. To me the 25 shirts (or whatever they are ordering) isn't worth all of your time in doing this, I would tell the customer that you can't copy the design exactly and that your art dept we come up with something much better for them.
