Creating my first Custom Cut T-Shirt

I have been designing and creating clothes for coming up to 5 years now. I am making my first cut & sew piece which is a very exciting, but also very challenging learning about what fabrics to use and source. It feels like I'm once again starting from step one, just as I once did five years ago starting with screen-printing and getting wholesale blanks.
I was wondering if anyone could put me in the right direction, any leads are much appreciated! I will be creating my own custom t-shirt from scratch using fabric.
I'm looking to purchase by bulk if anyone can help me locate a 97% Cotton 3% Spandex Tartan Fabric in Red and Royal Blue patterns imprinted on the fabric. I have swatches which can you can view as examples. (*Attached). Would yardage printing to re-create his pattern be a possibility? If not, I am looking for my best options in locating this fabric. I have went in-person to multiple fabric stores here in NYC and cannot find tartan fabric that isn't wool.
* It's really important that its 97& Cotton and 3% Spandex mixture so that I can print/embroider on this material.
