Depends on what you are looking for! There are tons of clipart sites but if you can't find what you need and you can't create it yourself using a program like Corel or Illustrator than you may need to find someone that can create the designs/art for you.

are just two you can do a search at the top of the forum to find other posting asking this same question.
Special Programs...again depends on what you are doing...cutting the designs...DTG...screen printing...embroidery...

I'll be doing screen printing I read some place on the web that in order to use clip art I need to buy coral first then I could print it out
Yes, you would need a program, computer and printer to do this. I have used Corel for years others here like to use Illustrator. Again you can do a search at the top of the forum to see all the posts on what program to use.

You can get free design programs Like Inkscape and Gimp just do a search on the internet and you will find them and just download them. I use them for Tshirt designing and sublimation and cutting vinyl for signs

Is there any companys out there that creates artwork. Im not a artist i have the infomation but not a artist at all! Thanks for any info!
Yes, there are graphic designers that work on a freelance basis. You can probably find some here on the forums. In the "referrals and recommendations" section of the forums, you can post info that you are looking for a graphic designer.

You don't have to start out with an expensive program to screen print. Just depends on what type of art you wanting to print. When I first started, I used MS Paint and Gimp.. Great quality, but limited on the art. Simple block lettering and clip art was all I was able to do.. Which was great for those businesses wanting there name, number, and a simple backhoe or measuring tape for their construction company. As long as the clip art comes out dark enough from the printer, you should be fine with burning to the screen and printing.

Openclipart.org is another good site, but going to google and typing in "(Whatever) clipart" gives all kinds of options!
