My proposed partner and I are both from Ohio, but he now lives in Texas. Is it possible for us to form a partnership while living in seperate states? I will be moving there upon graduation, but for the next year I'll be in Ohio.

What roles will each of you play in the partnership?

Almost everything will be done in the Texas location since that is where I plan to be in a years time or so. As of now we are both doing about the same amount getting the business ready. I just need to know how we would go about making it legal while being in different states.

We work with several people in other states and we use Dropbox to send files and leave messages. https://www.dropbox.com/

You have a shortcut icon that is right on your bottom toolbar (by your clock) you basically save files or transfer files directly into the dropbox.. Its free for the smaller accounts and you get more memory every time you add someone into your account.

This way you don't have to wait on emails or phone calls the files are directly accessed in the dropbox.

If everything is done in Texas and will end up there just get everything set up there..business license, resale and tax id in Texas.

What role is being played in Ohio?

So if the business is going to be in Texas, then start the business there, I don't believe they will check or care where the partners are located only that one of the partners and the business resides in the state of Texas, of course it might be a good idea to talk to an attorney in Texas before setting up the company to see if there are any requirement that you need to comply with.
