CPSIA Small Batch registration question

Hi, I was wondering if anyone has registered for the Small Batch manufacturing for the CPSIA (for children items)? Do you know if the 7,500 product limit applies to one type of product (e.g. a t-shirt with a particular design) or 7,500 t-shirts including all designs for your business?
Also, would the count be back to zero for an additional product in your business (e.g. balls)?
And also, does it make it easier for competitors to file for complaints?

The CPSIA limit is 7,500 total of one item - so that means all designs. You also have to have $1 million or less in sales.
