I'm new to tee shirt design and was told that plastisol design techniques require a print run of at least 100 units. I can only service half that number. Any way to make my tees with plastisol without a big order from a print company?

answer to that is simply no runs can be as small as one shirt , the cost is much higher as screens and how many colors are involved.
So one shirt could be 40.00 or 100 shirts could be 800.00
50 one color shirts one sided 6.00-10.00 .

My issue is this: Every company I contact they tell me that they can print my designs using plastisol, however, they will only do one hundred or more. I have plans to release four shirts(one design per shirt), and questioned would that satisfy the 100 print requirement @ 25 apiece. They're unwilling to accommodate that. So I wonder if there are any companies that CAN/WILL be able to not only print the designs but also press them onto the shirts.

Sure there are, you can expect to pay a set up charge for each design though and cost per shirt will be at the top end as you are only having 25 each...shop around, youll get it done.

You must be hitting the wrong companys, I am sure if you look here or other places many would have interest.
Is there something special about the shirts that would make them say 100 min?
Tell us more details , show you design , maybe someone would private message you with a price .
Most of my orders are for much less than 100 pieces.
for small orders you will see charges for screens , setup, ink changes, multi colors require more screens .
