That would be a trademark question but I would say you have nothing to worry about with a high school. Others here will disagree.

Ok my question is simple. Im new to the business i have had people come to me wanting me to print there highschool t-shirts do i first need permission from the school to do so?

Easy answer. .... ask the school . Some high schools in my area are protective of images regarding the school or mascots
