Converting a light box to an exposure unit?

I just picked up an older light box with three 36 inch flourescent tube fixtures, all working fine. I bought 3 36 inch uv tubes from ryonet and put them in. But only one will light up, and it lights dimly. Do UV tubes require a different ballast? how many tubes should a box like this use for proper speedy exposure?
