As TYGERON realized all light tones are missing. Mostly affected at cyan with it's the little amount.

Tell us more obout your workflow and we can say more.
Here are all possible reasons:

-wrong tone curve adjustment for halftone films
-overexposed emulsion/ white mesh
-too high screen lpi
-last one especially when printing with waterbased colors

There's definitely cyan there--look in the leaves from the outside to the inside. Looks to me like every tone under 10-15% is gone. Bottoms and tops of letters fade to white instead of light tones. Still sticking with dot loss as the culprit--but whether it's because of LPI, exposure problems, or washout problems... no idea.
