It is unlikely you will find a 'cutter software' for Chinese characters...that you would do with you design program. If you have a program now for Chinese character...just cut and paste or export/import.
That's what I do, my Mac comes with all the Asian fonts so I design on my Mac and import the design into flexi. You may need to activate the fonts so signgo will accept them. I wouldn't save it as a jpeg and trace it, you would get a much better result if you type it into a vector program and convert it to an outline (if you're using illustrator it's the Type | Create Outlines menu). You can then save it as an eps file or whatever vector format signgo accepts and cut it.I can type using IME (input method engines) in Chinese. Signgo won't allow for that.
