I'm looking to buy a 4 color table top printing press but I don't exactly wanna blow 400 bucks on it....anybody know of some places that have a cheaper but comparable in quality press?

Check craigslist.org for something decent used.
Also, you could check with Ryonet (silkscreeningsupplies.com) for new.

Even though you are aware of getting a less quality machine you will regret it. You'll be cursing all day long trying to keep the 4 colors lined up as you print. You'll be spending a lot of money on on supplies, screens, inks, etc. so why cheap out on the printing press?

buying used is your best bet. www.digitsmith.com (classified) or i'm sure you can find plenty of people selling the cheap table top press' you are looking for on craigers.

a $400 four color press? are you kidding me? i bought a used four color about 10 years ago and it cost over a grand.
