Can anyone tell me how to convert the photo below into the 3-color spot design below it. Is there a majic button or action in Photoshop or Corel Draw that can accomplish this? THanks in advance

Three colours is too few to get any sort of detail. You could try converting to index colours in PS, a black, a red and a yellow.

Well, I made it black and white,, from here onto maybe you can add where to put the yellow and red colors for your design.

any budget for this? I could redo it from scratch, clean vector, no AUTOTRACING, for about $20, sample look attached (take me a day or so, got almost 60 projects in the cue, I'd have to sneak this one in ahead of a bunch of them). Any autotrace program will create way too many points and way too much garbage. I ran it thru an ancient version of streamline, pretty rough (sample also attached, both samples are jpegs of vector files)
