I see at the very minimum, a Black screen and a White screen. Preferably, I would add a second White and a Gray.
is there a way to change the coloring or shading to reduce the screens?
like halftones?
You can put white underbase and then haftone black to achieve this but to do it with one clor is the impossible....

The plane appears to be dark gray so white underbase + dark gray with halftone. A medium gray is very desirable especially on the right image with 4 lines.
I think you might be able to make it one screen if you take the whole image and convert it to gray scale, tweak the levels, then half tone it. It might be able to be done using just black or dark gray ink that way.

if you dont underbase the red shirt will show through your 1/2 tones

Yeah, but that is not necessarily a bad look. I do one color band shirts on colors in half tones and it looks good.
If the exact color or shading is not important to you then you can try making it a 1 color print. You may have to make some edits though so the white or lighter shade of grays will show. I've printed black on gray shirts, medium gray on black shirts, white on grays, etc which are not contrast colors and the designs turn out OK. They are sort of military shirts though and are not expected to be colorful.
